Florida is a nice place to visit for a week but I’d never live there even if they paid me especially in Miami which has the rudest people and worst drivers in America.

You act like the only choices are "Rust Belt" or "Hurricane Alley". There's a whole lot of gulf coast in Alabama, Mississippi, Louisiana and Texas, and Georgia and the Carolinas have a lot of Atlantic Coast. Not to mention that the predicted increase and severity of storms won't be a linear change. There will be some years, perhaps even decades, in which there just aren't many power storms, or the storms that manifest hit in very low population areas, or head south to Mexico or the Caribbean, etc etc. If 3 cat 5 storms mow through Miami in the same year then there will be some big changes, sure, but more likely is a bad storm one year, some close calls for a few years, a cat 1 the next year, nothing for 5 years, a cat 2, etc etc. And if people can't get hurricane insurance, or the rates skyrocket then they'll start building a whole lot sturdier homes that can withstand the damage, and perhaps not build them in a place that would be inundated by a 4 ft storm surge.
