It is not illegal to hold dual citizenships.. His countries of citizenship is the US, UK, Ireland, and Canada..

Griner was busted with hashish oil in Russia which is illegal.
Whelan was arrested because the Russians thinks he's a spy.

Griner openly hates the US.. Whelan hasn't expressed that..

But yea Griner was the better deal for a death merchant.
