They are loosening restrictions for one reason, their economy is on the verge of a serious downturn and they recognize that lockdowns and other restrictions only exacerbate those problems.

The Chinese economy may look like a juggernaut from afar, but there are serious issues.
China is basically a country of people who hate each other. The warlike north (they have no economic viability so they have survived by taking what they want from others for centuries) despises the wealthy and economically prosperous Yangtze Valley, and vice versa. And neither get along with the Cantonese south. Not to mention Tibet and the Uyghurs in the west. So, to hold it all together they export cheap consumer goods and use the cash to fund make-work projects with no economic viability (like the empty cities) in order to keep the peons too busy to revolt. Chinese banks are way, way more overextended than USA banks were in 2008, and the loans are to borrowers that have no chance of ever generating cash to repay them. Ponder what an economic slowdown does to that system. It falls apart and people starve.
