Peay campus is located in downtown Clarksville, with that community is booming. On a river, some cool restaurants and bars downtown. Eight craft beer breweries in the county. Lot of young people in Clarksville (military families). Very diverse.
Still, this seems a bit bold. Not sure it will fly.

They don’t even enforce the minimum attendance criteria now in FBS and back in late September the Transformation Committee discussed doing away with it.

Half true. They did discuss doing away with it. They enforce the criteria, but the criteria is not what a lot of people think of as "attendance", so a lot of people say "they don't enforce the rule" when the reality is "the minimum attendance rule doesn't actually require attendance, if you have enough ticket sales meeting the criteria".
This is similar to the way that the "continuity" rule no longer requires a single current member to have been in the conference last year. The name of the rule doesn't define what it actually does, that is in the text of the criteria.

Kennesaw State plays in an 8300 seat stadium.
As for Austin Peay, they may have a 10K seat stadium, but their attendance has always been horrible. I never thought I'd ever see Austin Peay and FBS used in the same sentence, but here we are. Crazy.

The Board of Trustees meets quarterly, and a regular item on their agenda is a Campus Spotlight. For the December 2 meeting, the spotlight was on "University Athletics". This was apparently the AD's vision presented to the BOT.
The meeting was recorded (presumably) but has not been posted.

I've seen official NCAA documents that list a lot of team's attendance as being below 15,000. Apparently a lot of schools do report their attendance to the NCAA as being below 15,000, but the NCAA allows them to stay in FBS.

The NCAA permits use of actual attendance OR paid attendance. They require the attendance to be audited.
The actual attendance is likely what the NCAA reports in its tables.
The 15,000 requirement has to be met once every two years. Paid attendance can include tickets sold for at least 1/3 of the highest price ticket. At Ball State a local grocery chain buys the tickets and distributes them with a bag of groceries. Tickets are also distributed through the Muncie schools and Boys and Girls Clubs.
At Coastal Carolina, the alumni association buys tickets and gives them to recent graduates as a way to recruit new members who can come back for homecoming or other events. You can have modest dues that include a quarterly magazine. Maybe in a few years the alumni will contribute a $100, and in 50 years bequest $X,000,000 to Coastal.

...one of my favorite basketball games I ever attended was during the NCAA opening rounds in Birmingham in the mid-eighties (was there to watch UAB - Providence, and Prov won it - they won the whole 'bracket', and eventually got to the Final Four (Billy Donavan was their star, and was coached by Pitino)), and Austin Peay was playing Illinois, who I think was the highest seed present (#3, perhaps?) ...AP was leading Illinois at the half, and somehow my buds and I moved down into the AP fans area to watch the second half... AP whupped them - and the chant was indeed "Let's go Peeeeay!" awesome to celebrate with a bunch of strangers... Dick Vitale said at halftime on ESPN that he would stand on his head if AP actually beats Illinois... sure enough, at AP's senior banquet, he showed up, and indeed stood on his head (somehow - he was obviously a good bit younger back then...)

However — and to be specific ... DavidSt clearly is often combing the Internet for info about this information. And I seem to recall (if I'm wrong, ... I'm a clueless fool), he had some very specific details regarding why Austin Peay might attempt to elevate its football program to FBS.
Let's see if anybody can verify before we hammer DavidSt.
