College credits are not interchangeable, regardless of where they were earned. For starters, by national accreditation rules, credits earned with less than a grade of “C” do not transfer between institutions. Other credits may not transfer if the coursework taken does not apply to a degree or have an equivalent level of coursework at the receiving institution. Other transfer rules come into play within certain colleges or degree programs. There’s nothing special about a credit from Duke that would magically negate these standards.
I fully understand all of that from personal experience having lost credits when I transferred and changed majors. Nothing special about a Duke credit, but a kid that graduated from Duke in 3 years wasn’t bringing Ds, he brought a diploma and grad school work. How do you explain him not being eligible at JMU, but could go to FIU and play when his bio reads “graduated from Duke in September 2021, with a public policy degree, a visual and media studies minor and a certificate in markets and management”?

“Duke transfer signal-caller Gunnar Holmberg announced on social media Sunday night that he had committed to JMU, only to delete the post Monday evening. Sources told the Daily News-Record that Holmberg, who threw for nearly 2,400 yards for the Blue Devils this season, wouldn't attend JMU after it was determined he was academically ineligible to compete next fall.”

Appreciate the additional background. If the player was already a graduate of Duke, and was looking to transfer to JMU, wouldn’t he have to do it as a Graduate student? It may be he wanted to study within a program at JMU that doesn’t offer a Graduate program in his area. Last I checked JMU doesn’t have an MA in public policy or communications. The mismatch of credits could just be a miscommunication about what the real problem was about.

If I remember correctly he was already in grad school at Duke and it was those credits that wouldn't transfer.

That makes sense. A national accreditation standard is likely involved. For starters, no institution can accept more than a maximum of 9 graduate credits from another school. Even those 9 grad credits aren’t automatic, as the graduate program at the receiving school will review the credits and coursework and have final say on how many, if any, of those 9 credits will be accepted in transfer.
