Is anyone surprised? How else does a 6-3 Texas go from Unranked to 18 in the polls with a one score win over K State? It's their only good win. But they have 3 losses...
Losses are no good, but IMO we have to look at who you played. Sagarin, for example, says Texas has played the #7 toughest schedule in the country. Tulane's SOS is #96, far weaker.
So let's take the biased human pollsters out of it and turn things over to the computers via the Massey composite. What does it say?
Tulane .... 23 (AP 16)
UCF ........ 24 (AP 22)
TCU ........ 5 (AP 4)
Texas ..... 15 (AP 18)
So we see that Tulane and UCF are actually overrated by the AP voters, compared to the computers. AP has the game as a #16 vs #22 matchup, computers have it #23 vs #24. In contrast, the computers have the Texas game as a #5 vs #15 matchup vs #4 vs #18 for the AP.
So if anything, it seems IMO that the UCF/Tulane game is overrated by the AP, while the Texas/TCU game is slightly underrated.
Personally, I would have loved for GD to come to Tulane. I might have even driven down for it. But from a national POV, I think the Texas-TCU game is far more important.
