For sure.
But he would get NIL $ and recruits. And he could get a staff who can fill in the gaps of his technical skills. He would be good at fundraising. He would sell tix. He would get games on tv.
He's 16-2 the past 2 years, with a conference championship. He signed the overall #1 recruit in the country to a FCS scholly.

Inexperience is always a sound argument not unique to me, even in this thread And within FCS football despite Deion's wins that you tout, he has yet to qualify JSU for the FCS championships. Yours is simply not a sound basis for Deion being immediately successful at FSU where more qualified coaches like Taggart have been a disaster & where a more qualified Norvell is struggling. FSU can't afford another disaster & the circus around Deion would IMO & many others, insure it. And BTW, other than expressing concern about Penny's inexperience in the past (that has shown up during game mgmt) I have said very little negative about him as a coach.
