Each conference ranks its teams 1, 2, 3, ....

The committee picks 48 national teams and seeds them 1 to 12.

The next highest team from each conference's list goes into play-ins (total field 80, with 16 play-in games). Based on NET ratings:

Marquette vs. Oakland
Dayton vs. Norfolk State
SMU vs. Texas Southern

Within each group of 4 I tried to make regional match-ups.

That's a good idea. Those regular season conference champions should get a chance to play in the NCAA.

Not sure precisely what you mean by this, since the 16 seeds already play 1 seeds in the first full round of the tournament.

I like the first idea. I think by the second idea, Kit-Cat means that we should only have 4 16-seed schools. Rather than force auto-bid 16-seeds play in the First Four, the First Four should be reserved only for At-Large bids.
