You're burying the lede here! That story was from a month ago. The new story is about the recommendation to turn Week 0 into the new Week 1 along with bowls being able to be played as early as the second Saturday in December (when Army-Navy is currently played). This seems to be leaning toward more giving every school an extra bye week (e.g. still keeping rivalry week on Thanksgiving week and CCGs on the weekend thereafter), but it's also possible that the whole calendar shifts back another week (which would give more breathing room for Round 1 in the expanded CFP in December):

Rivalry week makes the most sense on thanksgiving weekend. The long weekend allows for additional tv slots and greater exposure for a lot of middle of the pack programs.
