However, would you not agree media rights revenue for a playoff featuring G5 teams would be MUCH closer to what FCS programs receive than to what a playoff with B1G and SEC schools would generate?

Gotta figure 10 or 15% of a couple billion is gonna be a lot more than what ESPN would pay for playoff games that would appear at least partially on the digital side

Yeah, the FCS ratings and gate revenues for the title game in Frisco. nobody cares who the tallest midget is. (Nobody is not exactly true, but it's pretty close).

It's something of an anomaly that anyone cares about college sports at all when the best players are in the NFL and NBA.

If the P2 try to make a power play for a staggered payout there will be a lot of P3 fighting that "tooth and nail".

A payout per team will be the choice for P5 IMO.

Otherwise-- why all this inclusion in the 12 team playoff only to split into TWO income levels with the CFP money?

The CFP management committee would not approve making P3 "second class citizens".

They already ARE "second class citizens" when it comes to their conference's media deal--- but that is the free market. This money distribution decision is by conference commissioners and presidents-- NOT the free market.

That seems like it is why they structure the CFP split in terms of the conferences that have NYD contracts and those that do not, and do not discriminate with the CFP funds between different Contract Conferences, but instead rely on the Contract Bowl payout to direct different amount to different Contract Conferences.

IOW, the decision by a bowl committee to contract with a conference is a market decision, and the amount of money given in the contract is a market decision.

The current distribution
"For the 2022-23 academic year:

Each conference will receive $300,000 for each of its schools when the school’s football team meets the NCAA’s APR for participation in a postseason football game. Each independent institution will also receive $300,000 when its football team meets that standard.

A conference will receive $6 million for each team that is selected for a Playoff Semifinal. There will be no additional distribution to conferences whose teams qualify for the national championship game. A conference will receive $4 million for each team that plays in a non-playoff bowl under the arrangement.

Each conference whose team participates in a Playoff Semifinal, Cotton, Fiesta, or Peach bowls, or in the national championship game will receive $2.74 million to cover expenses for each game.

Based on calculations from the 2021-22 season, the following distributions were made in the spring of 2022 (Estimates for the 2022-23 season will be finalized following the 2023 CFP National Championship.):

Each of the 10 conferences received a base amount. For conferences that have contracts for their champions to participate in the Orange, Rose, or Sugar bowls, the base combined with the full academic performance pool was approximately $74 million for each conference. The five conferences that do not have contracts for their champions to participate in the Orange, Rose or Sugar bowls received approximately $95 million in aggregate (full academic pool plus base). The conferences distribute these funds as they choose. Notre Dame received a payment of $3.55 million by meeting the APR standard; the other six independents shared $1.88 million.

Certain conferences in the Football Championship Subdivision received approximately $2.96 million in aggregate."
