So Houston has a USFL and XFL team but no NFL team. What gives?

Not sure why the XFL put a team in Vegas when it has am NFL team but isn't football-crazy like Texas. San Diego with their new SDSU stadium would've made a lot more sense, maybe negotiations didn't work out.
