NCAA Waives Annual Recruitment Class Cap
Will we see more transfers? Will programs use this to completely change their roster?

Yes, that's correct. I hope they make this permanent since it takes a school multiple years sometimes to get back to 85.

Yes, that's correct. I hope they make this permanent since it takes a school multiple years sometimes to get back to 85.

Thanks, not sure if this warrants a separate thread but the ncaa also just waived the division requirement for conferences to have a Championship game.

My unofficial count has Rice at 36 new players for the 2022 season (although some are walk-ons). But I'd guess at least 28 or 29 of them are scholarship players. I think we have 10 graduate transfers either from FCS or FBS schools (the latest one is a safety from Notre Dame). We also have three JUCO transfers, and then maybe one traditional transfer? You sometimes can see other schools doing roster overhauls like that, but it's very unusual to see that at Rice.

I think Mike Bloomgren knows it's put up or be shown the door time. The problem is we still don't have a proven QB, and the OL needs improvement. And those two positions are really the only ones we haven't brought in significant new players. I do think the Rice defense is going to be way, way better than people expect. We also could have decent RB's and WR's - but again that might not matter a ton if the QB and OL are sub-par.

So a JUCO transfer wouldn't be eligible? We just got a commitment from an OL yesterday - but it's unclear to me whether he's Class of 2022 or 2023.

The NCAA rulebook lets players avoid sitting out a season if they’ve a) spent at least one full-time semester or quarter at a JUCO and b) maintained at least a 2.5 GPA. As long as the player met standard eligibility requirements out of high school, he can use JUCO as a detour and then quickly head back to the Division I ranks

The spirit of the rule is to prevent athletes *who have not graduated and who have eligibility remaining* at one NCAA school from transferring immediately to another NCAA school, unless they've entered the Portal by May 1.

A player who has "graduated" from JUCO is, basically, the same as a graduate transfer. Their course of study at the original school has been completed, so they can go to any other school and be immediately eligible.

To clarify the May 1 deadline... that's the deadline to *enter* the Portal. The player can sign with another school (or return to their old school, if they haven't burned those bridges) at any time before the new school's regular student registration deadline... they don't have to have a destination picked by May 1.

Jordan Addison of Pitt (WR - Biletnikoff Winner) is transferring to USC. It says here in this article that he went into the portal on May 3rd. But perhaps that's when it was released publicly, and he actually put his name in there on May 1st.

Rice just got a WR transfer from HBU (Western Kentucky should know all about that). He led them in receptions in 2021. I'm wondering though if this will fall into one of those sit out a year transfers?

eta - nevermind - he was in the portal prior to May 1st, so he will be immediately eligible.
