Well we do know that the Tournament will be in Greensboro in 2023, which I believe is the last scheduled game known. That would put the ACC HQ somewhere in North Carolina until 2038 if my math is correct.

Not sure that I understand the complexity of getting the $15M. If the ACC HQ moves to Charlotte, they need to sign a 15 year lease on their facility (an maintain an address in Charlotte for 15 years). Plus they need to schedule at least 4 new men’s basketball tournaments + 4 new women’s BB + 4 baseball tournaments. These terms seem like an absolute gift to the ACC.
Phillips should announce two new men’s tournaments in Greensboro at the same time that he authorizes the HQ transfer to Charlotte.

not sure, but the 15M is for relocation, so it would seem that we would get it as a part of reloctating to Charlotte or Raleigh.

My guess (assuming Charlotte is the choice)…
The $15M will be spread out over the first 3 or 4 years. The State and the ACC need to generate as much publicity and goodwill as possible. They’ll talk about all the benefits of events to the North Carolina economy. Hype future tournament announcements in Greensboro (MBB) or Triangle area, plus football in Charlotte. Scheduling and announcements is all pro-forma stuff…while the $15M is material because it funds Phillips’ salary for the first 5+ years.

Having said that, the one thing that does hurt Greensboro is its airport. I don't think Greensboro is in a position to do anything about it. The airport is more about hosting interstate events than HQ location.
FWIW, Greensboro (303k) is larger than Orlando (292k). Montgomery, home of the SEC HQ has a population of 197k and seems to be shrinking. I believe the SEC is doing OK.
