i like Davis and think he's more than 6-3. He is not on scholarship but that may change. there may also be an understanding that he comes in as PWO, redshirts, and if he is developing into a contributor he will get a scholarship his 2nd year.

If he's not on scholarship, he's a free agent and can go anywhere he chooses.

The way it sounds with new transfer rules that's how it is even if you sign a NLI for scholarship players.
