Cullop also received the WBCA President's Award as someone "has contributed a great deal to the game of women's basketball". No specific criteria, and apparently it is not given every year, only when the WBCA president warrants it. From the list of past awardees here:

Looks like she is the 1st active coach to get the award. So, probably due to her past activity with the WBCA and such.
