Then you can move teams down to FCS who are losing. Some FCS schools move down to D2.

This is based on their history and record. Yes, West Texas A&M have history as they won the conference championship in football at the D1 level in the Border and MVC. West Chester used to be a D1 program. I have schools like Central Oklahoma in because they could renew rivalries with Tulsa and Oklahoma State.
