If this bill truly protected voting rights and prevented their diminution, then Schumer might have an argument. But this bill doesn't.

Correct. "Protecting voting rights" has such universal appeal though. How can anyone be against that?

It was to protect the ability of local Democrats to cheat. To have the right to vote as many times as they needed to win.
