Many are being paid now, in the form of athletic scholarships, but their payments are/will be increasing...to what extent and with how much variation, it remains to be seen.

I can't imagine it could possibly be that simple.
The Supreme Court seems to have made it pretty clear that they won't accept arbitrary distinctions being made by the NCAA as a whole (or by the specific NCAA divisions) as to which student athletes can and can't be paid in various ways.
For example, if there's a local athletic "hero" at some D-3 school that nearby businesses want to reward handsomely, is the Supreme Court going to allow the NCAA to butt in and say they can't do it?
On the other hand, they do seem to have said that conferences can have such rules. If that's true, there might be D3 schools that allow hefty payments and some that don't.
The only problem with that, of course, is that those that do allow payments would hardly be competing on an even playing field with other teams in their conference.
The implications could be pretty mind-boggling.
