Because this is a disease literally nobody had even seen until November of 2019, and *everyone* is figuring it out on the fly.

Those authorities are having to make decisions on which the lives of millions of people depend, and they don't have the luxury of waiting for all of the data to come in. You try it sometime. Even if you're perfect, 40% of the population will think you're lying. So, you know, have fun.
