Wake is going to it’s sixth bowl game in a row this year. Boston College regularly appears in bowl games. There’s no reason why Duke can’t be bowl eligible most years.

For BC and Wake to bowl regularly, somebody has to lose regularly in conference games.

Wake desires to compete in Football. Duke does not. It's that simple.
