Media:Experts caution use of 'looting' in describing rash of Bay Area smash and grabs


(ABC7 News)Bay Area police departments have called what happened at various retail stores this weekend "looting."

We saw similar crimes happen in the wake of the George Floyd protests, but are the past weekend's crimes truly considered looting?

Race and Social Justice Reporter Julian Glover is here to give us some context of looting.

"As the Bay Area grapples with a wave of seemingly organized smash and grab robberies this weekend, policing and journalism analysts are cautioning against the use of the term looting," Julian says.

"The Louis Vuitton store was burglarized and looted. The Burberry in Westfield Mall was burglarized and looted," said San Francisco Police Chief Bill Scott in a press conference to reporters Saturday.

But according to the California Penal Code, what we saw was not looting.

The penal code defines looting as "theft or burglary...during a 'state of emergency', 'local emergency', or 'evacuation order' resulting from an earthquake, fire, flood, riot or other natural or manmade disaster."

To some, the distinction may be small, but Lorenzo Boyd, PhD, Professor of Criminal Justice & Community Policing at the University of New Haven, and a retired veteran police officer, emphasized that words matter.

"Looting is a term that we typically use when people of color or urban dwellers are doing something. We tend not to use that term for other people when they do the exact same thing," said Boyd.

To be clear, we don't know the identities or races of the majority of the thieves involved in this crime wave.

But we do know there was no local emergency declared in the Bay Area cities that experienced smash and grabs this weekend.

Martin Reynolds, Co-executive director of the Robert C. Maynard Institute of Journalism Education thinks back to Hurricane Katrina, when largely Black New Orleans residents were labeled looters for crimes of survival - stealing water, food, and supplies before federal government aid arrived.

"This seems like it's an organized smash and grab robbery. This doesn't seem like looting. We're thinking of scenarios where first responders are completely overwhelmed. And folks, often may be on their own," he said.

Both experts expressed the importance of media literacy for viewers to critically think about the language used by public officials and the media as we all try to make sense of these complex issues our society is facing.

So, if white people are doing the "looting", the police are saying that term is reserved for "looting" perpetrated by people of color.....and thus, a NEW term must be created for when the same "theft" is committed by white people?

How about "white looting"? WOOTING?

LOOTING is allowed under specific emergency situations, and is NOT a crime. WOOTING is a planned criminal act by a group and is always a crime regardless of current weather or civil emergencies. To take it to the next level of application in real world scenarios, the SFO DA could announce that the current $950 misdemeanor level of theft perpetrated within the San Francisco city limits only applies to LOOTERS but not to WOOTERS.

GTFOH with that racial codeword BS.

San Francisco, California and business owners with guns? I'm sure the communists in charge have stripped all rights away from business owners including the right to firearms. They may be more likely to come out swinging rubber sex toys at looters than slinging lead at anyone around there.

“The fact that the city can’t maintain sufficient order that businesses can operate (in) without fear of being damaged,” he said, leaves him to conclude that officials may have “no understanding of the concept of how an orderly city is necessary for commerce to function.” That means “we can’t operate a business. … “So we will evaluate our options to be elsewhere unless this nonsense ends.”

San Francisco has already been suffering a surge in shoplifting, thanks in part to the statewide Proposition 47 of 2014, which made thefts up to $950 mere misdemeanors, which local prosecutors are more reluctant to pursue. Moreover, the city has had two successive district attorneys — George Gascón and Chesa Boudin — who have prioritized “criminal justice reform” over law enforcement, presiding over a rise in petty crime, homelessness, and public nuisances like drug use and even defecation.

Mayor Breed championed cause to “defund” or “reimagine” the police in the aftermath of the murder of George Floyd last summer, diverting some money from law enforcement to black community organizations, though some police funding rose. The city has also enforced vaccine mandates among first responders, putting nearly 200 personnel on leave in October.

There's a disconnect in the minds of the voters. They don't seem to realize that they are voting for people who are passing laws which make these crimes safer and more lucrative to commit.

Or they like living in a worsening shithole.

I frankly favor shoot to kill as the response to wholesale looting. Yes, that's harsh, but that's the only way to stop it.

It will go on until first one police department, and then others, grow a pair.

What's hilarious is the looters could have been ticked for illegally blocking traffic but NOT looting.

SFO has just gone down the tubes BIG TIME. I enjoyed going out there in the late 80's through around 2010. But it is just too expensive, too focused on the rights of criminals and defunding police, too lazy to clean up the drug needles and human feces laying all over the downtown area, and very much into COVID vaccine controls.
