Atlantic Division race
If I'm reading the situation correctly, if NC State wins and Wake Forest loses this week, there would be a three way tie for first place in the division at 6-2 among those two and Clemson. Each would have a 1-1 record against the other two.

Wake would have a 4-2 record within the Atlantic Division. Clemson and State would both have a 5-1 record within the division, and State beat Clemson H2H. Does that mean that State would play against Pitt in the CCG? Or is there another tiebreaker I'm not aware of?

No other tiebreaker, that is correct.

If Wake loses and NCST wins, NCST goes to the ACCCG
If Wake loses and NCST loses, Clemson goes to the ACCCG

Correct, that means that State will be flagged for 200 yards of penalties on Friday and if that is not enough, BC will get the business on Saturday.

Actually it's our own fault for not running more against Wake in WS.

The most embarrassing thing that can happen to the ACC this year probably is if Clemson still wins it, especially if they lose to South Carolina this week.

Every penalty will be well deserved.

RE: Atlantic Division race
Of course, Wake can render all of this moot just by beating BC this week.
