Do not dismiss them so quickly. They have a lot of positives.
They also spent a season as an FBS Independent in the past, so there's that, too.
That said, now that they're in the SWAC, I'm not sure Florida A&M would be interested. HBCU schools tend to stick together, more or less, and those schools are right now FCS programs.
I'm not against the idea of a move like this; I just don't see it happening.
EDIT: I now understand that Florida A&M accepted a berth in the FCS playoffs. This is counter to the expected culture of the SWAC/MEAC; those conferences (along with the Ivy League) do not accept FCS postseason berths. This may be a sign that they want to do more with their football program than the SWAC may otherwise allow.
I still see the FBS as a stretch at this time, though.

NC A&T is another HBCU school to consider. They have actually wanted to move to fbs in the past. I wonder if they were one of the 30 schools that contacted CUSA.
