The Divisions
Each division shall have independent authority to organize itself, consistent with the principles of the Association. Each division is authorized to structure itself as it deems necessary, including creation of sub-divisions or creation of a new division and determination of membership eligibility for these new organizations, including the role of conferences. New divisions or sub-divisions must be self-funded by the originating division.

Good questions. Some believe that basketball will escape unscathed because the nonP5s are needed to play the cinderella role and to increase interest and revenue from the tournament.
Regarding football...I expect almost all money and TV revenue to flow to the P5s, with just a few crumbs left. Folks at FBS level who are spending LOTS of money to get into a nobody cares bowl game seem to be in no man's land.
The P5s don't need the Sunbelt teams, the Conference USA teams, etc. They are just another mouth to feed.
Others may see it differently.

Bob Huggins has already proposed limiting the NCAA Tournament to the Power 5 programs. I think this would be a mistake from a financial perspective, but who knows.
I completely agree that the lower level FBS football programs are in no man's land here, with no real leverage and no ability to offer the financial incentives to players that the big programs are going to offer.
It seems certain that the next couple of years are going to see dramatic changes in the structure of college athletics. Hopefully the athletic department can position us in the best place once all of this occurs.

I think the FCS may be in a better position that the lower FBS. We do not put the big money into football so we have less to lose. I am hoping the shake out moves the lower FBS down a little and moves the FCS up a little. Time will tell.

Quickly looking back through the document, I could not find a reference to the total number of scholarships each division will be allowed to offer, the total freshman scholarships allowed per year, the definition of athletic scholarship, the specific meaning of “pay-to-play”, etc, etc. Of course there are certainly many, many more unanswered questions here. But, cynical me — I see this as a way for the big folks (Power 5+) to essentially declare their independence from the rest and leave them in their dust. The rest will eventually have to come to terms with the FINANCIALS as the big folks work all these deals with ESPN, etc. to consolidate the wealth. If the rest try to “keep up” with student athletic fees, a revolt will eventually ensue.
This certainly shines a new light on all this current conference realignment.
