And "Fair Representation" is a gross misnomer. You can be pretty certain that the name of any bill is exactly opposite of the effect it will have, particularly when the word "fair" is involved.

+3 Those terms try to hide how unfair those things are.

Totally true about the naming of bills. Usually the names try and compensate for something lacking in the bill's content.

The reason European countries do party-lists is so that the party elite can control who is in office. I suppose it is not a bad idea; it may help get money out of politics if we didn't vote for the actual politicians. They also do it to eliminate "districting" which, again, is not a bad idea as it would reduce gerrymandering.

But what you are suggesting, Owl, would be an even greater overhaul of how we vote. Still, more conversation is better than less.

Party elites give us Hillary Clinton and Joe Biden and John Boehner simply because it was their time. All horribly incompetent except at playing party politics.
