I think they're more collegial than that. These schools and conferences have to collaborate on some matters at times, such as CFP negotiations and NCAA reorganization. They'll politely listen, maybe not in person but by Zoom or something.
The answer will still be "No," and once the call is over, there will laughter.
I can see it now. “Okay UL and ULM, I know you guys are historically aligned with the Arkansas and Alabama schools and all, but Tech won’t play in a league with you, so you get to play UTEP instead!”
