I think it's probably a combination of the two.
But your middle sentence prompts the obvious question. If democrats cannot win on their agenda, why are republicans not putting their agenda out in the forefront and making 2022 and 2024 a battle of agendas? We know democrats are going to try to make it about personalities, because they can win on personalities by doing as much character assassination as possible, aided by their fellow travellers in the mass media. But what they can't do is lie about agendas.
Newt figured this out in 1994. He developed the Contract with a lot of focus groups and polling, so he knew he had a winning agenda. The media kept trying to attack republican personalities, and were astounded when republicans won perhaps their biggest electoral victory ever. So why aren't republicans doing that now?
Their only agenda items appear to be draconian restrictions on abortion, opposition to gay rights, and insistence that the 2020 election was stolen. For the record, I favor reasonable restrictions on abortion (none after 1st trimester or midterm except in cases of rape, incest, health of mother, or health of child), gay rights up to a point but not things like trans participants in women's sports, and much tighter controls on elections including photo ID's (but none of the ticky tacky stuff designed to make those IDs difficult to obtain). The places where I want republicans to lay down an agenda are:
- Economic growth (tax and regulatory policies to bring growth and jobs, particularly manufacturing and other essentials, back to the USA, including consumption tax, lower flatter and broader income taxes, improved education particularly vocational education, improved infrastructure)
- National defense (have the strongest military in the world, bar none, but never have to use it, because nobody dares pick on us, and we don't go around picking on them)
- Welfare (universal private health care based on Bismarck, and universal basic income based on Friedman's negative income tax or the Boortz-Linder prebate/prefund)
- Balanced budget (not a balanced budget amendment, but a path toward achieving and maintaining a balanced budget while paying down the national debt)
