Some schools do more with less. See Southern Miss for example. Some schools do less with more. Unfortunately, that's been ODU as of late. Wood is good at raising money. However, the ROI on the money is pretty poor in terms of championships won, or even rivalry games won, per dollar spent.
I wouldn't recommend taking too much of a position from the budgets USA Today puts out due to the different state rules on reporting. Virginia requires us to put a lot of administrative cost under athletics that other states would put under their university expenses.
