Do you think of the Big 12's newest members as P5 schools right now?

NO!
BYU, UCF, Cincinnati and Houston are not P5 teams and the new Big 12 (without Texas and Oklahoma) is no longer considered a P5 conference.

UCF has achieved more in Football over the last 10 years than any school in North Carolina including UNC, NCST, Duke and Wake. Cincinnati has run laps around the State of North Carolina in Football over the last 15 years

With Cincinnati, UCF, and Houston I wouldn't say I'd call them P5 yet just because they don't play the caliber of schedule. The Big 12 has since its inception been a stronger football conference than the ACC (and the big East as well before they broke apart). I have no doubt they will continue to be stronger than the ACC when the announced moves all take place. So I have no problem thinking of the new adds as P5 even now. With the exception of Clemson right now all the announced adds are already comparable to every ACC school. Either they are P5 worthy or the ACC isn't.

How you perceive a school is largely determined by whether you think in terms of schools or conferences.

There are schools in major conferences who are “in the club” but who haven’t accomplished much of significance lately (not just at a national level, but within their conference), and there are schools in “weak” conferences who have won numerous conference titles and/or national titles.

What’s better? Well obviously being in a P5 gets you money and stability. It gets you status by proxy. It gets you exposure, particularly when you’re on TV against another conference member that’s a significant brand in their own right.

But even at that level, not all P5 conferences are the same, and not all status comes from conference affiliation alone. Football is most important, but hoops also builds brands. So for example, Texas A&M and Missouri may be in the SEC, and the SEC may be a bigger deal than the ACC, but would many outside their own fan bases argue that either have accomplished more recently or are bigger brands on their own merits than Clemson or Duke?

So when it comes to perception of BYU, Houston, Cincinnati, and UCF, technically they’re not yet in the Big XII, so they’re not yet “P5”. And obviously once UT and OU leave the conference will be perceived differently, so again they may not be “P5”. But as to how you perceive those schools, it depends largely on whether you consider them on their own merits, or as members of a conference.
