Right, what I was saying is, in years like '29-'37 (link here: https://fbschedules.com/ncaa/clemson/) Clemson plays 4 ACC teams plus either Carolina, another SEC team or ND at home (so 5 games home games so far), and then 4 ACC road games, plus Carolina, another SEC team or ND on the road, (so 5 road games), couldn't they accommodate a BOTH a 6th home game against a BIG or PAC team AND a 7th home game, presumably against a G5 team, by playing at Hawai'i as their 6th road game, thereby allowing them to schedule a 13th game?

There's no advantage though unless you just want an extra road game. There are no home games to be gained.

Take 2030 for example:
-8 ACC games
-SC at home
-@UGA

When you add a G5/FCS homes game that 6 home and 5 road. You can only get to 7 home games only if the B1G or Pac 12 matchup happens to be at home. You can add a game at Hawaii if you want, but you only get that 13th game if it's on the road.

When the Hawaii 13th-game exemption was instituted decades ago, the premise was that a school typically plays six home and six away games, and that by adding UH as one of the six road opponents the school could get a seventh home game.

However these days most P5 schools leverage their financial resources to routinely schedule seven home and five away games. So for the 13th-game exemption to really benefit a P5 school’s schedule, it would need to add UH as one of its five road opponents, allowing it to get an eighth home game. This isn’t practical for many P5 schools since they need to allocate their fifth road game to an OOC opponent that’s a historical rival or that will boost their SOS.

That doesn’t mean no P5 school can make it work, e.g. Stanford’s 2023 five-game road schedule consists of four Pac-12 opponents and UH. However instead of scheduling an eighth home game Stanford has chosen to only play seven, at least as of today.

The more valuable Hawaii exemption these days is the Week Zero exemption, which allows any school that plays at UH to start its season a week early and hence have an extra bye on its schedule. Quite a few P5 schools have inked home-and-home deals with UH to take advantage of this exemption, including Arizona, UCLA, Vanderbilt and Oregon.

How is Nebraska and Illinois on week 0 this year? Neither plays Hawaii

Special exemption. From the game preview posted on Nebraska’s website: “The Huskers and Fighting Illini are meeting in Week 0 because the game was originally set to be played in Ireland, but the COVID-19 pandemic forced the game to be moved to Illinois.”
