I know this all very early and most likely a bluff and a negotiation tactic by the Bills, but it would be interesting what they would do with the NFL divisions if the Bills did move to Texas.

They could just leave the Bills in the AFC East I guess. The Cowboys do play in the NFC east after all. But if the Jaguars continue to play games in London, it might make sense to move the Jags to the AFC east and the Bills to the AFC south. I guess it depends if the NFL wants 2 teams from the same state/area in the same division.

Austin is not even a very good bluff. The Pegulas are asking for $1.5 billion from Buffalo -- "The public would provide an unprecedented 100%" as reported in the news article -- ok, show me the other city and/or state that is offering to give you $1.5 billion, and then I'll take it seriously. Austin isn't going to build the Bills a new stadium; the Bills would have to work out a lease agreement with UT to use their stadium, and that makes the iffy assumption that the Longhorns would welcome NFL competition for fan dollars in Austin.

Austin or San Antonio are probably still the best places for the Bills to use as a bluff because they wouldn't need to build a new stadium from the ground up. Any place that has either no stadium or an inadequate stadium would need the same $1.5 billion or so to build a new NFL-quality stadium.

Austin told UT to pound sand when they wanted money for a new basketball/concert facility.

Even before the Raiders signed for two last seasons in Oakland, they were eyeing San Antonio as a one to two year temporary home and even the mayor at the time realized Alamodome would be a temporary home and a long-term solution was to be needed for a full time NFL franchise.

At least Toronto represents a credible threat. I don't even think you could get Jerry Jones to sign off on a 3rd team in Texas

Credible in the sense that there's a 30-year-old stadium they could play in while waiting for a new one to be built. Also credible for the reason you note, Toronto is one of the very few places the Bills could realistically go without drawing objections from an NFL owner who would claim the new team is too close for their liking.

Query whether local revenue would be competitive in Toronto. The worst ticket in the least expensive NFL stadium is still about $70, some teams don't have anything lower than $99 per ticket, and the best tickets are $200 to $500 each. Can you sell out NFL games in Toronto at those prices, or do you have to cut the prices in half? Can an NFL team raise as much money from local sponsorships and advertising in Toronto as they could in any large US city?

It's a bluff. Zero percent chance the NY legislature or local authorities spend anywhere close that much on an upstate stadium in such a small market (the likes of St. Louis and Cincinnati are some of many examples of why you don't do that), but they'll work their way down to keep the Bills around. With the team getting good all the sudden the local population will be more willing to spend, even if they're not quite getting all the way on their knees. Jerry won't let any other team enter Texas either.

I honestly think that the Pegulas should abandon Austin as a threat. In fact, again, IMHO, I think the Pegulas should use an incentive for the people of Buffalo: want to make sure the Bills never move?? Help put up $1.5 billion for the team and receive partial ownership, ala' the Green Bay Packers!! I think that would be a much better approach for the Pegulas.

If $1.5 billion is invested in exchange for partial ownership, and that $1.5 billion is added to the $2.05 billion valuation of what the Pegulas already own, then the people/city would own about 42% of the Bills franchise. (1.5 ÷ [1.5 + 2.05] = about 42.25%.)

St. Louis is out there too and I would think more amenable to an NFL franchise over a place like Austin.

Buffalo is a great NFL town, but it's too small to generate the investment needed these days. The stadium isn't great and it's not a growing area.

Might be pretty far from what the Pegulas are proposing, but it is definitely fair, IMO. If the Pegulas don't like it, then they can choose put in more of their own money, or they can look around. Jerry Jones will veto Austin/SA, IMHO, and I am pretty sure that the McNair family will do the same. St. Louis, from what I hear, is very anti-NFL right now. London would be much more of a threat, IMO.

Buffalo may be small, but they can draw from Rochester, Albany, and Syracuse as well. Don't forget that they draw from Toronto also.

The $700 million that the Raiders got from Nevada is likely going to be the high water mark in public stadium money for awhile. It would be surprising if Buffalo offered more than that, at least in the absence of a credible relocation city where money is being offered for a new stadium. AFAIK the Pegulas are not as wealthy as Kroenke; they are not going to go elsewhere and pay the entire cost of a new stadium themselves.
