Oakland Coliseum after the A’s leave: new tram
On the assumption the A’s actually move, would the Coliseum be an upgrade over the Trop? If not, would the Rays’ owner be less greedy in replacing it?

Can't happen. If the A's leave, then the Giants block another team from moving in there. The Coliseum is only about 10 miles, or if you prefer, four BART stops, from Oracle Park.

Coliseum has major plumbing and electrical issues while The Trop does not.

I don't know the rules back then, but it was much less of an issue back when the Angels/Mets/A's entered their current markers since local TV deals weren't a thing. I think the new owners just paid a bit for compensation and it was done with, whereas now there's less than zero chance you see a new team enter an existing market.
The irony with the A's is that they had the rights to San Jose way back but gave them away to the Giants when they were looking to build there (under Wally Haas if I recall). They should've had a provision where it'd revert back to the team if the Giants didn't utilize it at all.

Not that I would want the Rays to move, but how much would it cost for MLB to buy out the Giants veto?? Baltimore tried to do the same thing to the Nationals, and it didn't work. It needs not to work in the Bay Area either, IMHO!!!!

IIRC the Orioles were bought off with money from a RSN that was set up to carry both Orioles and Nationals games. Maybe more importantly, Selig and maybe other owners were hellbent on getting the Expos out of Montreal and into DC. With the Bay Area the commissioner's office seems to have the opposite attitude, i.e. they are firmly on the side of the Giants' ownership, won't pressure the Giants to allow the A's to move to San Jose, and won't allow another team in northern California if the A's do relocate.
