To what degree can teams use the expansion draft to “get out of cap jail”? How likely is Seattle to pick high priced veterans?

Seattle would be limited themselves by the cap. If you have a high-dollar player that you want to dispose of, but think you can't get anything in return, you don't protect them and hope Seattle takes them. A wiser route would be to trade that player to Seattle for an early-round draft pick.
