NFL expansion in Chicago?
Much easier for the Bears to pay for half of a stadium than a full one:

Adding a Chicago AFC team would also make the AFC TV contract more valuable. Not sure who the NFC would expand with, but this could be a way to get back into Saint Louis or San Diego, pending a new stadium.

Why not just relocate Jacksonville and rename to the Chicago Tigers (defunct NFL team). You could simply keep them in the AFC South and travel would probably be better than it is now. It would be more accurate to call it the AFC Central at that point with teams in Chicago, Houston, Indianapolis, and Nashville.

The two network TV contracts are just $100M/year apart. Since conference games aren't solely on a specific network, a second Chicago team isn't that necessary.

I guess that's always possible, but Jacksonville's ownership has connections across the pond. They'll be in London before they'll be in Arlington Heights.
Not sure if the NFL would approve Tigers with the Bengals also in use, but it would certainly be an interesting nod to history.
What relocation does not accomplish, though, is creating more inventory for TV. Only expanding the number of games or number of teams does that.
