This sure sounds unconstitutional to me, but here's how I anticipate it going. Someone will sue and the law will be upheld in a liberal kangaroo court. It'll end up in the 9th Circus Court of Appeals, another liberal kangaroo court. Hopefully, it'll get bounced up to the SCOTUS where the constitutionalists will prevail with the three liberal judges who don't read the constitution dissenting.
