Biden*s ATF Pick Proposed Ban Would Outlaw Most Rifles In America.
Quote:During a Senate Judiciary Committee hearing on Wednesday, gun control lobbyist turned ATF nominee David Chipman struggled to provide his definition of an “assault weapon,” even though he has previously advocated for an assault weapons ban. When he eventually provided his definition, Sen. Tom Cotton (R-AR) pointed out the nominee’s definition would ban most rifles in America.

“Senator, an ‘assault weapon’ would be, in the context of the question you asked, what Congress defines it as,” Chipman replied.

“So you’re asking us to ban ‘assault weapons,’ we have to write legislation. Can you tell me what is an ‘assault weapon?'” Cotton asked. “How would you define it if you were the head of the ATF? How have you defined it over the last several years in your role as a gun control advocate?”

According to Chipman, he can only recall one instance where the department has defined what an “assault weapon” actually is. “ATF, in that program, has defined an ‘assault rifle’ as any semi-automatic rifle capable of accepting a detachable magazine above the caliber of .22, which would include a .223, which is, you know, largely the AR-15 round.”

Cotton asked if Chipman wanted to ban any firearm larger than a .22 that has a detachable magazine. Chipman reiterated that his definition was solely for rifles.

“You asked me if ATF had used this term and I was sharing with you my knowledge of a program in which ATF has defined this term and it is in the demand letter 3 program,” the nominee explained. “And that rifle is a semi-automatic rifle capable of accepting a detachable magazine with a round greater than a .22 caliber …”

“I’m amazed that might be the definition of an ‘assault weapon.’ That would basically cover every single modern sporting rifle in America today,” Cotton replied.

The ATF nominee stated the firearms industry previously used the term “assault rifle” in marketing materials but changed the term to “modern sporting rifle” after the 1994 assault weapons ban.

“I’ve been in Walmarts and I’ve been in Cabela’s and I’ve seen that you can find sections for pistols or handguns or for shotguns or for rifles because those are actual kinds of firearms,” Cotton clapped back. “Our conversation here illustrates that there really is no such thing as an ‘assault weapon.’ That is a term that was manufactured by liberal lawyers and pollsters in Washington to try and scare the American people into believing that the government should confiscate weapons that are widely popular for millions of Americans to defend themselves and their families and their homes.”



According to the National Shooting Sports Foundation (NSSF), the firearms industry trade association, “Modern sporting rifles are chambered in .22 LR, .223 (5.56 x 45mm), 6.8 SPC, .308, .450 Bushmaster and in many other calibers.” Even though gun control advocates take aim at AR-15s, they are actually “chambered in calibers less powerful than common big-game hunting cartridges like the .30-06 Springfield and .300 Win. Mag.”

Since 1990, 19.8 million AR-15s have gone into circulation, making it one of the most popular firearms in America.

Yes, there is something to be said for candor. And yes, the anti-2A movement is much more candid than it used to be (remember John Kerry “hunting” in Ohio just before the election in 2004? LOL).

But there is still a lot of intentional vagueness, “legally accurate” weasel words, and just plain old lies from those people. David Chipman is a glowing example.

I know the head is a mush for brains drooling creep, his VP is a trashy skank, and that redhead ditz is a rambling idiot. That’s all just simple common knowledge. But where do they find these America hating wastes of oxygen to install in the bureaucracies?

Lying on an ATF Form 4473 is a felony that can carry a 10-year prison sentence with a $250,000 fine.

Chipman was questioned by Sen. Charles Grassley (R-IA) about providing records related to the incident:

GRASSLEY: Mr. Chipman, on March 25th, this year, Senator Johnson and I wrote to ATF asking for records relating to the October 2018 Hunter Biden firearm incident. In response to my letter, ATF has refused to provide any records, citing the Freedom of Information Act, which is totally irrelevant to ATF’s responsibility to comply with legitimate congressional oversight requests. Congress isn’t subject to FOIA restrictions and ATF’s use of the law as a shield is incompetent. If confirmed, what steps will you take to produce records to this Committee relating to Hunter Biden’s October 2018 firearm incident?

CHIPMAN: Senator Grassley, thank you for asking me this question. If I am confirmed as ATF director, I will abide by all ATF policies and DOJ policies to ensure that you receive the records that you require.

Every Republican Senator has now announced opposition to this nominee. The two Democrat Senators from the most strongly pro-gun states (Manchin/WVA and Tester/MT) are both publicly “undecided”. Looks like Chipman is going down.

It's really not going to matter who they put over the ATF under Sloe's watch, he will do as he's told and what he will be told is to forget legislative action, the real power is in the regulations and their interpretations. An unelected bureaucrat will do more to impinge our ability to operate our firearms than any legislative body would by outright banning them.

Cruz proved in May during questioning just how much Joe Biden and David Chipman want to gun grab when he got Chipman to admit how he wanted to ban AR-15s. Chipman also indicated that he defined assault weapons (that he also wanted to ban) as “any rifle with a caliber above .22 that can take a detachable magazine.” So essentially that means any modern sporting rifle should be banned.

Chipman has been an anti-gun advocate for years and previously claimed that government helicopters were shot down at Waco by Branch Davidians. They weren’t.

Former ATF Acting Director Michael Sullivan came out against Chipman and warned that there was a danger if he was confirmed because of his political bias.

From Fox News:

“I never thought the ATF should never be in a position to overregulate. That’s Congress’ job,” he said. “I think you’re going to see a lot more intent to regulate [if he’s confirmed].”

He added that if Congress is unable to pass gun reform policy, “the administration is then going to turn to ATF and expect them to execute regulatory functions that are probably beyond the scope of ATF’s legal authority potentially,” which he said he think Chipman will “be quite willing to do.”

Sullivan said that he believes Chipman’s intentions are clear: “To restrict the ability of the American public to get access to firearms.”

All the ‘moderate’ Republicans like Sen. Susan Collins (R-ME) and Sen. Mitt Romney (R-UT) have said they will vote no on Chipman.

Meanwhile, Sen. Joe Manchin (D-WV) has announced he is undecided and he may not be the only one.

This is one of those decisions there may well be a consequence on if he votes in favor of such a divisive anti-gun person.

Sen. Jon Tester (D-MT) hasn’t weighed in yet either.

So it’s pretty fair to say that Chipman’s nomination is justifiably in trouble and hopefully, Democrats like Manchin get aboard and see that it does not pay to pass through such a divisive choice.
