Okay last try, I promise
I have always loved puzzles. I have it figured out now and I hope you will like this one, because it is my last try and I think it's perfect. 13 conferences each 10 teams. No new fcs teams. You have 7 power conferences, 6 non-power. You win one of the 7 power conferences after a 9 game conference schedule and a 12 game regular season,you automatically go into 8 team playoff and you have a one game only from the other 6 conferences decided by a panel. The other 4 champions are guaranteed to play a bowl game against a power 7 team and the winner of that non-power title game goes into the 8 team playoff. Here we go...

American- Boston College, Syracuse, Pittsburgh, Penn State, Rutgers, Maryland, Cincinnati, West Virginia, Virginia, Virginia Tech

ACC- North Carolina, North Carolina State, Duke, Wake Forest, Clemson, South Carolina, Georgia, Georgia Tech, Florida, Miami

Instead of doing things that will never happen (UCF in the SEC, Louisville in the Big Ten) just go back to 1988 when everything made more sense.

I’d put SC and VaTech in the ACC as 9 and 10 and Miami and ECU in the Metro in their place.

All the noobs can be in regionalized conferences.

Re rivalries- Georgia/ Auburn is the oldest rivalry in the south. It would be lost in your configuration although it does retain Ga/Florida and Ga/Ga Tech while restoring GA/Clemson, which was lost when the SEC added Arkansas and SC.

The next 10-15 years we will be dealing with all sorts of unintended consequences as the schools and players fight over money. I see the IRS getting involved and taking away the schools tax free status in Athletics.

I'm not sure how you can control how much ESPN, Fox et al are willing to pay for content. The government isn't going to do that. Unless every school is at least made whole, nothing happens.
