If we are talking about the current setup, then you are incorrect. In the BCS-days, the Bowls did indeed have their pick from among the Top 14, after auto-bids and conference caps were factored in. Since 2014, however, ALL at larges are earned purely by rank.
If you look at the past 7 years, the ONLY time you’ll see a team being passed is if the Orange, Sugar, or Rose passed them to get a team from one of their contract conferences. Go ahead and look it up and find one contrary instance.
So long as a second G5 (champ or not or BYU) is located high enough by the committee, one of the Cotton, Fiesta, or Peach MUST take them.

That's my understanding as well. The NY6 bowls have no direct say, the CFP ranks the teams and then based on those rankings pairs the teams off in the playoffs and the other bowls, subject to the constraints of the contracts between the bowls and conferences. Even the committee cannot deviate from its own rankings, it cannot decide to put an Alabama that they ranked #13 in an NY6 bowl over a SMU they ranked #11, they must place the highest-ranked teams in ahead of those below. So the committee itself only has flexibility in terms of the pair-offs among Access Bowl teams (e.g., if in a given year the rankings determine that the four access bowl teams are the G5 champ, Texas, UCLA and Michigan, it can choose to have G5 vs Michigan or G5 vs Texas, etc.).
So the only time you see a top-12 ranked team left out is if a contract trumps that. E.g., in 2018, #12 Penn State did not make an NY6 bowl, because #15 Texas was in the Sugar Bowl due to that bowl's contract with the B12.
