Plus, you would have to push it out two seasons in your question as you would have to accommodate those who lost their opportunity for the 2019 tournament as well.

Indy was scheduled to host this year.

Atlanta (scheduled to host in 2020) just got screwed as did all of the 1st/2nd round and regional sites in 2020 and 2021 although certainly many of them can bid again and I believe Rube Dali said many of them were awarded hosting opportunities in the next cycle (2023-26).

It will be interesting to see if recent voting rights laws will affect some of these cities' ability to host tournament games.

I'm curious if the NCAA will put the Final Four in Las Vegas. I doubt they'll put it at SoFi Stadium in Inglewood since it's an open-air stadium with a roof, I'll be excited if they do put it in LA but I could see the way SoFi Stadium being built an issue.

I don't think Las Vegas doesn't have a roof either. But I doubt that will be a deal breaker. Minneapolis's new stadium doesn't have a retractable roof and they got the 2019 Final Four. New Orleans' Superdome has never had a retractable roof and next year's Final Four will be going there.

When they announced the 1st/2nd round and regional sites for 2023-26, the NCAA's Dan Gavitt emphasized sites in the West hosting, including Las Vegas. It would make sense for Los Angeles or Las Vegas to be included in the next Final Four cycle starting 2027. If they really want retractable roofs (keep in mind do you really want outdoor and wind affecting the game plus in many areas it's April anyway?), there's always Phoenix (the 2017 Final Four was held there.
