This is false. I reviewed the bill. The bill's referring to it in regards to soliciting votes. That's my understanding of it, at least. It's in a big paragraph discouraging rewards for voting.

In fact, there appears to be a section where it says water can be distributed. It's confusing language tho, so I'm not 100% sure:

This Code section shall not be construed to prohibit a poll officer from distributing
materials, as required by law, which are necessaryfor the purpose of instructing electors or from distributing materials prepared by the Secretary of State which are designed solely for the purpose of encouraging voter participation in the election being conducted or from making available self-service water from an unattended receptacle to an elector waiting in line to vote.
