So did our Founding Fathers, which is why they would be appalled at how involved the FedGov is in the individual's life.

And they knew the federal government would have to be kept in check. Thus the Bill of Rights with its Preamble explaining exactly WHY it's needed.

What are issues that should be returned to the states versus ones the feds need to have for natural environmental policy.

One potential downside of a return to federalism would be a state like California having an even bigger finger on the country's environmental policy. Also what about immigration. Once your in the country you can pretty much go to any state?

Issues like abortion, drugs, guns, religion, Healthcare mandates, and welfare programs are much better off being left to the states
