key points:
Field reduced to 16

The first four out are replacements for the NCAA Tournament should anyone drop out. They double as 1 seeds in the NIT

Teams will be announced right after the NCAA Tournament selection on Sunday, March 14 on ESPNU by the NIT Committee at 8:30 p.m. ET

Games will be held at the Comerica Center in Frisco, Texas (Texas Legends of the G League play there), and at the UNT Coliseum on North Texas' campus in Denton, Texas

No word on whether automatic berths for regular season conference winners (rsw)will be honored. This is important as 10-15 schools from the mid-majors typically get these, and that pretty much fills up the field with mostly weaker programs. Typically only a few such schools are seeded (seeds 1-5). In recent years, the reformed selection has left fewer seeded rsw teams in the NIT. Unseeded rsw teams don't leave much room for majors left out of the NCAA tournament.

2014 had 13 rsw (3 seeded)
2015 had 12 rsw (2 seeded)
2016 had 15 rws (4 seeded)
2017 had 10 rsw (2 seeded)
2018 had 12 rsw (1 seeded)
2017 had 10 rsw (0 seeded)

Serious question, will they continue to honor rsw with the smaller field, or favor only seeded schools?

Ah, you are right. Skipped right over that line.

Based on CBS from a day ago (it changes daily, so don't correct me, it'll be different every day until selection - it's just an example) the field would have looked roughly like:

#1 seeds (NCAA replacements)
Saint Louis (A10, 12-5)
Seton Hall (Big East, 13-10)
Duke (ACC, 11-9)
Stanford (Pac-12, 14-11)

using NET and some WAG
Utah State (MWC, 15-7)
Syracuse (ACC, 13-8)
Ole Miss (SEC, 13-10)
SMU (American, 11-4)

Richmond (A10, 12-6)
Memphis (American, 14-6)
St. John's (Big East, 14-10)
NC State (ACC, 12-9)

Wright St. (Horizon, 18-5)
Saint Mary's (WCC, 13-8)
Minnesota (B1G, 13-12) or Mississippi State (SEC, 13-12) // likely only one finishes with a winning record
Louisiana Tech (CUSA, 19-6) or North Texas (CUSA, 12-7)

Surprisingly I project only 7 or 8 majors. Shortened season likely killed off a few who would have made in normally.

If you’re a TV executive trying to get ratings and drama, that field is actually pretty good. Duke, Syracuse and St John’s can provide brand value; Utah State, St Louis and Wright State provide mid-major quality; and there is still the potential for Cinderella stories.

Given Governor Abbott’s “Mission Accomplished” proclamation yesterday, rescinding face mask and other COVID-related public health requirements in Texas, I would not be shocked if teams either declined NIT bids or the NCAA changes course and holds the tournament in another state. The optics of having unvaccinated amateur athletes being sent to play a meaningless tournament in a host state that has decided to reject the CDC’s guidance is awful for the NCAA.

The NIT or NCAA are free to require masks as a condition of entry into their event. In fact, they can have virtually any policy that they want. It's called "freedom". The NIT simply places the terms on the ticket contract. Why would the NCAA move an event from a location that they, and not the state of Texas controls?

I'm not sure if you are serious or if this is tongue-in-cheek, but you do realize that the teams aren't solely going to be holed up in the arenas for the duration of the NIT, right? The players and coaches will necessarily go through airports, buses, hotels and myriad other public spaces where Texans are now "free" to not wear a mask and spread COVID. Requiring attendees and teams to wear masks at the arenas is great, but the NCAA cannot waive a magic wand and protect the athletes and coaching staffs from the inevitable increase in COVID infections that will result from this "leadership." Forcing student-athletes to encounter the significantly enhanced risk posed by this misguided, unscientific red meat thrown by Governor Abbott to his base --- to get their minds off the massive, massive clusterf#ck he just presided over with the power grid --- is unconscionable given the utter meaninglessness of the NIT.
