The Border died after Arizona and Arizona St bailed to form the WAC with some Skyline schools, including ex-Border New Mexico.

Others were NAU, NMSU, UTEP, WTAMU, & Hardin-Simmons all spent time in it.

I think it became the WAC first. But when the WAC became too big, half the league left and became the MWC.

I don't believe a new conference will be made from 2 existing Power conferences. It's never happened before, it's always one conference absorbing the best members of another conference. As such, I think the B12 either adds 6 P12 schools or the P12 adds 4 B12 schools. And that would probably go:

USC, UCLA, Stanford, Cal, Oregon, Wash to the B12 (B16) west

Or

Texas, Tex Tech, Oklahoma, Kansas to Pac12

Politics could get in the way and squeeze Kansas out in favor of Okie State but I doubt it.
