When leagues expand, which method do they go by:

1) League announce plans, would-be owners in a city submit prospectives
2) League announced plans to expand into city X. Different groups in the city offer bids.

A mix of both

Seems to just vary by particular circumstances. In regards to big expansion, usually they'll announce a few cities/markets they're eyeing they think would be a good fit. If it's just one or 2 teams, then it seems there's a particular city/would-be-owner really gunning for a team.
