NCAA waives all D1 transfer stipulations
Does this mean the transfer from LSU in football can play Sat? Any transfers sitting in Basketball that can play now??

Lots of seniors throughout college football have indicated their desire to return(as allowed by NCAA because of COVID19) so the transfer issue will be major especially considering these retrurning players are "taking" high school and JUCO spots. Gotta make sure this is managed correctly.
Many coaches have also indicated their desire to pull lots of transfers for a quick fix (WKU has made no secret of their intentions, for example).

I thought that this year essentially didn't count in terms of eligibility? Everyone gets another season, right?

It doesn't, but it could mess with the chemistry, cohesion, substitution patterns, etc of the defense...
