A big boost for SMU's NCAA tournament chances if Yor Anei can get healthy soon! It would be even nicer to get Tyson Jolly back on board. Time will tell what happens.

I don't think that's accurate. This is a one-time waiver for all sports for the 2020-21 season ONLY. Read the details in the OP link. You had to be enrolled in the fall semester to get a waiver. Football is over. Doesn't count.

The eligibility for signees today who transferred will be decided in a meeting in January, IIRC. They are expected to institute an ongoing, one-time free transfer to a 4 year institution without sitting out a year, but that has nothing to do with the vote today.

That's true, but there is a linkage between the two things.

The pertinent NCAA Committee has already voted to grant immediate eligibility for all transfers in 2021 and beyond, and to place this issue on the agenda for a vote by the annual Congress of the NCAA in January, 2021. Reports have suggested that the measure is very likely to pass.

The fact that the decision to grant full eligibility in 2020-21 may be an indication that the passage of the motion in January is almost certain to pass.

Of course it is. But the statement was made that those football transfers signed now could be immediately eligible, based on the 2020-21 vote that is affecting basketball and other sports.

That's not accurate.
