Because BullTime has a higher winning perecentage, but was late and missed a pick. Imagine 2 people are picking any 2 games. The first picks both and goes 1-1. The second guy thinks one game is too hard to pick so he only picks one, and goes 1-0. It isn't fair to reward the second guy for skipping a pick. So you have to go with most total wins followed by most total losses, which sounds counterintuitive, but is really the only right way.

Most total wins is the first criteria. Most total losses is the second. Or to put it another way, you have to look at the wins first followed by the total number of picks. If you finish the season with one guy 47-10 and another guy 47-20, the 47-20 guy is ahead. If one guy is 47-10 and another guy is 48-3, the 48-3 guy is ahead. That's just how it is.
