Except it's not true.

Milwaukee County had 557,089 registered voters on Nov. 1st and 451,606 ballots cast so far for Trump or Biden. That's 81% turnout of registered voters, which is less than the 88% average in Wisconsin. (note: that's not 88% voter turnout, because about 10-15% of voters are unregistered)

Wayne County, Michigan had 1,410,294 registered voters and 851,223 votes counted so far. That's about 60% turnout.
