Explain why this "mandate" is important. Most people with common sense can see the reasoning and will probably comply with a simple ask. When you come off like f-ing Hitler with "do it or go to Jail" people are going to push back.

If you don't put up a stop sign at an intersection, many will never stop.

The guy clearly says he hopes it will be voluntary. No, I don't see them jailing anyone unless they become a complete ass.

Not really. Europe has had draconian lockdowns but there is a huge spike there. Someday, someone is going to figure out that viruses spread. You can have all the lockdowns you want, wear masks, social distance, etc., it is still going to spread. It's a virus. A virus that has a really low morbidity rate. But you already know that.
