That might theoretically include programs straddling the river, like UMinnesota and Louisiana State. And if Texas and Texas A&M are included then you have to add Arkansas in as well.
Because of history and geography I hesitate to put the likes of Iowa, Missouri, Minnesota and Louisiana State with the western teams. If it's possible, I would shift Missouri and Iowa State to the Big Ten but do divisions centered around quads of the 3 Texas publics + Arkansas, Oklahoma/Nebraska/Kansas/Colorado, the Cali 4 and then put Oregon and Washington with the two Arizona programs. Utah would be the odd team out.
The alternative is switching out A&M for Utah. Put Arizona in with Texas Tech, Texas and Arkansas. So you'd get this:
Quad 1: Washington, Oregon, Arizona State, Utah
Quad 2: California, Stanford, USC, UCLA
Quad 3: Arizona, Texas Tech, Texas, Arkansas
Quad 4: Colorado, Nebraska, Kansas, Oklahoma
